Why bother?

Why do people use a Latin or other foreign language phrase in conversation and then immediately follow up with a translation?  I was listening to the radio this morning and I heard a guy being interviewed say something like, “Pakistan needs to change its modus operandi on foreign policy, meaning they need to change the way in which they operate…”  My point here is why bother using the Latin phrase if you feel the need to define it – just say what you mean in the first place.  I am not against using these common phrases in normal conversation, but I wouldn’t use them if I thought that the person I was speaking with wasn’t going to understand it’s meaning.  One or the other – not both!
